    The rules state this:

Do you have to wright notes in English? (If you're in an English speaking area) And if you are able to wright them in other languages, who would have to translate them if the opponent would like to review them?
Also, if you have sloppy handwrighting, must you "translate" the notes for the opponent? Is having good handwrighting a nesesaty for taking notes?

Any notes must be: 1) about changes in game state 2) taken quickly 3) available for review.

Writing in shorthand, code or Russian makes no difference. In fact, writing in shorthand could be seen as supporting timeliness and having to interpret it as your opponent slowing things down.

You do not have to translate or interpret the notes.
