Questions on IVs

Hello, I have just a couple of questions:

1. I know what IVs are, but how do you calculate how many your Pokemon has?

2. Is there a way to give your Pokemon IVs, or is it based purely on the luck of the Pokemon you get?

3. I have heard that some Pokemon have too many IVs in one stat and are illegal. What is the legal number of IVs on one stat and in total?

I would appreciate any help I can get, as I really don't have some of the basic knowledge of IVs.
 
1. Find some way to auto-level them to 50 (Rare Candy is a good choice), and then enter the stats into one of the online calculators (Marriland, Serebii, and Koffing are the most popular).

2. I know that there are items that force certain IVs, and I know that 3 of the 6 IVs are passed generationally via breeding. There are a buncha sites out there that give you that information.
 
The best way to auto Level to 50 is to just do an infrared battle with a friend and check the stats.

If a parent during breeding is holding a power item/EV training item, they automatically pass down the stat they train.

31 is the max iv you can have. You've probably heard of "illegal iv combos" which is for pokemon that aren't breed. Basically, the RNG is unable of creating every Nature/IV combo. However, because breeding passes 3 IVs and allows for all IV/nature combos to exsist.

1) As other have said, get your Pokemon to a good level (50+) and use an IV calculator, but make sure you record any and all EVs that Pokémon gains.

2) Wild Pokémon will have random IVs, however breeding Pokémon opens up new possibilies. You can use the Power items to pass on the IV of a specific stat. For example, if a parent holds the power Anklet, the speed IV of that Pokémon will 100% be passed down to the baby. IVs of parents are also passed down sometimes, but these are indeterminable.

3) Each Pokémon has a value of 0-31in every stat. Any higher than this means it is not legit and has been hacked or modified in some way. It is possible (but extremely rare) to get Pokémon with 31 in every stat - these are perfectly legal.
 
You can also take 4 lvl 1 Pokies into the battle subway for double battles. It will auto level up the Pokémon to 50. This works well if you have no one around to infrared battle with. Then all you need to do is quit the Subway challenge.
