Rampardos vs. Buffer Peice

If I use Hasty Headbutt does it go through Bufer peice cause it says
This attacks damage isn't affected Weakness, Resistance, Poke-Powers, Poke-Bodies, or any other effects on the Defending Pokemon

Buffer Piece is considered an effect on the Pokemon where it is attached, so HH gets through.
