Strategy:

Use Marill first, and Gyarados early on to get an energy advantage while building Shiftrys on the bench.

Use Memory Berry and Super Scoop Up on Gyrados to inflict payback damage and pull Gyrados back to your hand (lather, rinse, repeat).

Rare Candy is for speed to the evos, because getting them out early is key.

Shaman is for late game, when Shiftries have sent energy to their hand!

Note: this is an untested concept deck, and it probably needs work...
 
Instead of Birch and Elm's Training Method, use Copycat and Oak's Research. Also, drop one Town Volunteers for a fourth Holo Shiftry -- they're best in swarms. If you can, find room for quadruplets of Energy Removal 2, to continue the theme. Finally, if possible, find room for a fourth Desert Shaman.
 
hmm, the problem i think, will be constancy, when your attacking, though all wit the removal, you could still be overwhelmed, and just die.

Definitely add boost. It is great on Gyarados. But with boost you most likely will need more than 15 spaces for nrg. You could try furret instead of delcatty and that would allow you to drop the fisherman and add 2 nrg.

OK, I've thought about the deck a bit, in light of the input above. Several things have occurred to me:

  • Shaman will not be too effective, since energy will be returned to the opponent's hand a lot, so
  • The main idea is to get the evos out really fast, because
  • A shiftry flipping every turn is better than a one-shot ER2 flip
  • A Gyrados can be 'rearmed' using Super Scoop
  • Gyrados will be the main hitter against water and metal only
  • Shiftry deals with everything else (hitting harder)
  • Neither Boost (to get just 50 damage) nor Retro (which leaves Karp dying) are worth the space

The only reservation I have is that a smart player will build a nasty beast on the bench where I can't touch it. Still, Gyrados can take a hit and retaliate w/ Memory Berry, or be Super Scooped (bringing up free-retreat Marill) so Gyarados can be reused.

If I can generate enough removal early on using Pokémon themselves, then I should be able to make effective use of Light Touch Throw. Also, the opponent will be wasting energy drops just trying to retreat the active after its energy is stripped.

1) Still, this deck is really flippy.
2) I'm not definitively rejecting Boost or Shaman.
3) This is just an alternate take on the deck, and open to criticism.
