Resolving Misty's Determination play error

A player plays Misty's Determination and looks at top 8 cards of deck before discarding a card from their hand. What is the appropriate fix and penalty?

A similar thread was started in the official Professor forums, but the issue was not fully resolved. The gameplay error is an excessive form of "drawing extra cards" since the player has drawn 8 cards "accidentally". This could make it a Game Play Error: Minor for drawing extra cards, but some argue that the advantage gained is too great and that the error therefore is a Game Play Error: Major.

As for the correct fix, there have been 3 suggested:
1. Rewind the play, returning the Misty's Determination to the player's hand. Shuffle the player's deck. Let play proceed with Misty's Determination correctly.
2. Since the player has knowledge of the next 8 cards, he cannot fairly choose a card to discard from his hand. Therefore, his opponent is allowed to choose a random card from the player's hand. Then play can proceed with the Misty's Determination play in progress. No shuffling of his deck.
3. Since we're awarding a prize penalty (assuming GPE: Major), there is no advantage gained by the player. Even though he has already seen the top 8 cards of his deck, he is allowed to choose a card from his hand to discard and then proceed with the Misty's Determination play in progress. No shuffling of his deck.

For Fix #1, a ruling of a GPE: Minor with just a warning could be allowed for younger players, but a ruling of GPE: Major with a prize penalty would be enforced for most Senior and Master players.
For Fix #2, a ruling of a GPE: Minor or GPE: Major could be made depending on the situation (event tier, age group, etc.)
For Fix #3, a ruling of a GPE: Major with a prize penalty would be made.

I'm looking for opinions by the community but also some feedback from the Rules team.
