I find it very unprofessional to comment on a ruling/judgement made by another judge at events that I was not at, but I would like to address a couple points to clear any misconceptions up.

Announcements
Prereleases are the most common and frequently scheduled (sealed) premiere events. As such they are usually the first tournament experiences for many Pokemon Players. There is never a time that I find it more important to talk about the rules of the game and the event itself than at Prereleases. So many multiple questions can be answered with detailed announcements and that is the reason they are done. Not to annoy those who already "know it all" who are in the vast minority. This is the standard announcements guide that I have and that is used at almost every premiere event.

Announcements
-Thank everybody for coming out to the event
-The format of the tournament, the number of rounds that will be played, the length of a round, if there are any breaks (for lunch)
-If it's limited, the time for deck construction, the kind and number of Energy that players are allowed to add (and where they are located), what is and what is not allowed during construction (like trading cards), filling out what you opened before you build your deck, putting your deck in order based on the deck sheet, explain the exception to the four card per deck limit and that decks should be 40 cards and you should play with four prize cards.
-If it's a draft, the commands that will be used during the draft, the time between commands and when players can look at their cards in addition to the limited rules.
-Don’t change your deck
-Outside translations must be present during the round
-Deck Checks (inside the rounds and during registration, if applicable)
-Short introduction of the staff and their role
-The rules enforcement level and what that implies (active or passive judging)
-Explain the reasons to call a judge over to your match (Your opponent is the worst person to ask about rules issues. If you have a question and you don't know the answer, ask the judge.)
-Explain how penalties will be dealt and how repeated mistakes add up
-Ask players to verify when seated that you have the right opponent
-Damage counters and dice, Coins (must land at 15 degree angle, flip 3 times in the air, must land in your play area (Deck to prizes), and must be an Pokemon USA coin from RS-On.
-Make your opponent shuffle in front of you
-Discuss acceptable conduct within the event
-Touch on cheating and the importance of Spirit Of the Game
-Give detailed examples of rushing and stalling
-Remind spectators/parents that outside assistance is not allowed
-Explain that drinks, food, and electronical devices are not allowed on tables, throw away trash
-Discuss end of the match procedures with match slips
-Give details about what will be raffled off and that no more raffle tickets will be issued
-The amount of prizes available and the way they are divided
-Show where the information board is and explain what is on it (Conduct, Schedule, Standings, Prize Listings, Future Events, Misc. Information)
-Open the floor for questions and discuss recent rulings from PUI and important changes to the rules (errata)

Detailed? Yes. Lengthy? Occasionally. Necessary? Only because one tends to be asked the same questions over and over if things are covered early on. We want everyone to be on the same page.

Deck Construction Parings
For any sealed event there should be seperate parings for deck construction. I'm not quite sure if the new software allows this, as I have not played around with it much, but this is a must so that players who are constructing their decks are not playing one another the next round. It should never be a problem if friends or family members are paired against one another or across for the construction period (however it should be stressed about not allowing trading as mentioned above).

Deck Checks
Deck checks are not a necessity ALTHOUGH I stress the importance of doing them after players have constructed their decks (for Prereleases checking the list to the cards, counting the extras to check to see if it adds up to the magic number of 54) and during the beginning/ending of rounds randomly. We tend to be a bit more thorough about this and I'm sure different TOs/Judges have different standards/policies.

Prize Card Penalties
Here is the current Prize Card Penalty:

6.3 Prize Card Penalty
The Prize Card Penalty is used when a mistake has been made that signifcantly affects the game state and there is no clear way to resolve the issue, or when a Warning has been given and a Game Loss penalty would be too harsh. When issuing a Prize Card Penalty, a judge gives the player who did not commit the penalty the option to draw one of his or her Prize cards into his or her hand. The penalty is still recorded, even if the player chooses to not draw the prize card. If this Prize card happens to be the last Prize card, the game is over, and the player who drew his or her last Prize card is given the game win.

Is a judge allowed to issue a prize card penalty to a player inbetween rounds? That's a gray issue and is dependant fully on a case by case basis. I interpret the Prize Card Penalty to be used for in-game mistakes for the game state when it adversely affected the opponent. If I should issue a Prize Card Penalty to a player inbetween rounds I would be giving his next opponent an unfair advantage. Again, this is my interpretations based on the wording in the Penalty Guidelines.

No player should ever be required to draw for a Prize Card Penalty given to their opponent if they wish not to.

Overall
Prereleases are casual fun events, where the cards are new to everyone and, to some, the entire game/tournament scene. Major penalties should be avoided at all costs in favor of teaching players the correct things to do. However some situations make this unavoidable.

Whatever rulings and decisions that were made at the event are obviously not going to be overturned. Any appeals should have been made onsite, but I'm sure if you address whatever problems you might have to the tournament organizer, head judge, and POP that things will be cleared up.

Dave, just sit down shut up and let this work itself out. You know things are getting over the top when it merits a post from Leisik. Just relax, write your letter to POP about what happend and leave it at that. Besides we are getting off topic with this anyways. This was one event, mistakes were made, and obviously there in an issue with how capable of a judge Steven is. From my point of view, he was slow, inefficient, and on several occasions snapped at small children. I talked with one mother who was there with her son, and was extremely put off by Yoshi's rash and rude actions. He showed no patience or tolerance for the younger players. I'd like to hear at least one question answered by Yoshi. Why exactly are you running events in the first place? It did not seem at all like you enjoyed what you were doing in the least bit. You need to seriously consider either stepping down for cities or a MAJOR change in attitude and general friendliness. Premier events should be an inviting place that makes players want to return and better there skills playing this game that some of us have become hopelessly addicted to. Not somewhere that leaves you dissapointed and not wanting to come back. Camille, I feel sorry for the tole this is probably taking on you and the TIY events in general. I know comments like these probably don't give rockford a very good name but they should be said none the less.

There is still one rule which we must all abide by. NO DANCING.

Jimmy: I don't see how anything Mom has said is a cheap shot. When you post anything on a publically accessed message board don't expect anyone to keep their "noses out of it", especially the moderators and administrators. It is our business as this is our role as a moderators to monitor the activity on the boards. I suppose you think that I should also not be involved in this discussion or perhaps Meganium since he wasn't at the event? Anyone can express their opinions on this topic within reason.

Adam you just made me break out in a much needed laugh with the "no dancing rule"! (inside joke if you've been to one of our events at the Woman's Club location)

I sincerely do hope that people will give future TIY's Rockford events a chance, once the problems have all been fixed. I'm very anxious to show people how wonderful a Rockford event can be!

I agree with this, if I understand correctly, i don't think a player should be forced to do something they do not want to do, but they should know the circumstances of the situation and why there was a penalty/warning issued, etc.

....And I hope that I might someday head over to one of your events, along with other members of Team WI, its been difficult for some of us members, with distance, traveling, etc but if many of us are able, we would like to visit. I personally choose not to get involved in this matter of what actually happened, because I was not there, nor will I pick sides, so its just something that both of the effected parties need to work out. Otherwise, we all wish you luck on future events @ Rockford and maybe you and the rest of Team TIY would like to visit us soon.

I would just like to chime in on this subject.

I did not attend this event, but I know Yoshi well. Aswell as the members of Team TIY, Chicago and some of Team WI.

I have attened many events judged by the Judge in question. And I have noticed an inconsistancy of actions at the events, which he judges.

1) He always makes rulings that would be considered irrelavent. ( IE, the prize penalty given to Dave, which Jimmy had brought up.)

2) Some of his actions are QUITE unbecoming of a judge. ( This one REALLY bugs me... IE, at every event I have attended he has found a reason to stay close to a certain person, always finding a reason to keep his eyes fixed on that person for minutes at a time.. Isnt that against the rules, seeing as the person I refer to is UNDER the legal age? )

3) The man is WARNING happy! ( IE, at one of the events, I had forgotten to place my prizes, and had drawn. A stupid mistake on my part, yes. I took the warning in stride. UNTILL, the two who were playing next to me, one of them had called him over and said that their opponent hadn't laid prizes. He just told the person to lay their prizes and continue the game, no warning, no caution or anything. And they had already played four rounds. Unfair, no?)

4) He has a temper. (IE, at the afore mentioned event, where I had recieved a warning, He had yelled at one of my friend, well, actually, snapped is more correct. Even over the thirty - fourty people we had at the event, he could be clearly heard. Keep in mind, the friend I speak of was one of the other judges there, who had been running the computer that day. Correct me if I'm wrong.. But isn't that Conduct Unbecoming of a POP offical? Seeing as the TO is supposed to be a represenative of POP and give the organization a good image, the best they can? Also.. What happened with Jimmy's son.. Thats another good example of his temper at work, if I might be allowed to say. That really gets me.. James didn't do anything wrong, to me atleast. )

5) He is slow, and quite often incorrect on his rulings. ( IE, I was witness to a match, where someone had asked a question pertaining to a Pokemon Power, and he took close to fifteen minutes to find and give the ruling. )

Alright, I guess I'm done ranting now..

Although, Jimmy, I do agree with you. I don't believe that I will any longer be attending ANY events that Yoshi judges. I'm sorry to my fellows at Team TIY if I seem unloyal in my decision about this.. But I've said it for awhile.

I also did not attend this event, but I feel I should comment anyway. Since I wasn't at any of these events, the only thing I can do is analyze what was said from those who have posted here.

Based off of all the posts I've read in this thread, it sounds to me that this "Yoshi" guy should not be allowed to run future events indefinately. Maybe putting him on probation for these actions I have read about is not harsh enough?

Woah... So are you saying that this guy could be/is a pedophile and is "checking out" the kids?? This could just be mere speculation from you since I haven't seen anyone else comment on such actions, but is a disturbing accusation nonetheless. Maybe you were the only one to notice? If he really is trying to get close to certain kids, let alone stare at them for awhile, then yes it's against the rules, and is against the law if anything.

I can tell you that here in Denver, such an attitude is not tolerated, despite the amount of knowledge one has on the rulings, etc. Even if a player has a temper, they would be pulled aside and warned to shape up or be escorted from the premises. We also encourage players and staff to leave their problems at the door when they come to league/tournaments. People show up to have a great time, and don't want to have a negative experience based off of a bunch of drama. Life will be waiting for you once you leave that door anyway, and there's always a lot of time for life to where I think one can put "life" on hold for a few hours and have a great time, IMO.

If he's also slow at rulings, and gives too harsh of penalties for simple infractions, then I think Yoshi needs to take a better look at the "2005-2006 POP Penalty Guidelines" document, which is one of many documents that TO's must abide by.

The way I see this whole thing overall: If the necessary staff changes aren't made for this particular event, then I would suggest not attending such events in the future. Once they see that not as many people are attending anymore, then I'm sure they would eventually make the appropriate staff changes sooner or later.
 
Well, let's hope my store events won't have to go through a boycott... as TO I care a great deal about our base players and those who come to our events, and I want our store events to be something to look forward to with excitement and anticipation. My store shouldn't have had all this negative publicity, but I sincerely look forward to it all being in the past and having great events in the future. I look forward to TIY's events being a gathering ground for the Midwest's best players, and events that everyone will be talking about, but for totally different reasons than the recent ones.
 
Well, your head judge's actions certainly do not help your goals for the future. They are not the kind that make parents feel secure about bringing their kids to these events. By now I think we've all said what had to be said, so I'll leave it at that.

Dave I rather resent your post title there of 'Bad judging and Bad TOs... I didn't think you had any problem with me as TO at all. Just for the record, I had chosen to keep my comments regarding him between myself and PUI private, as I felt it more professional. I'm not fond of "bashing on the boards" and don't like what all this has done for my store's rep. It's been blown way out of proportion leading people to think that things are totally out of control, and that's just not the case. There are certainly personality conflicts with Yoshi, true, and that's what has spurred on most of this. But the people who have been to my events know that I've been hoping to be approved as PTO for quite some time now so that I could run my own events. I'm the TO for Rockford and he's the PTO, my "superior" in the chain of command, and as much as I tried to run the events the way I would want to, he was technically the one in charge, not me. I had applied to be PTO months ago but was told they were not accepting new PTOs at the time. My store and I have taken the appropriate measures to help my people, I just didn't feel it appropriate for me to be posting about such measures on the public boards.
I feel positive that everyone in the Rockford and surrounding areas supports me in my quest to be able to run my own events as I know they all love coming to them, they just don't care for our PTO. But for the sake of my players who aren't able to travel outside of our area, I didn't want to simply cancel Premiere events, I tried instead to work with what I had. But it's just not possible any more, and I'm hopeful that soon I'll be able to show those who've been reading all of this that we can have fantastic premiere events if only allowed to do them on our own. I've been successfully running the tourneys there for almost 6 years now, and I think anyone who's been to them knows I'd give 150% as my own PTO. It'd be great if some of them posted the more positive aspects so that PUI and others could also hear of all the great tourneys we've had, not just what this recent set of public commentary has led people to think. Contrary to what people may be now thinking due to all this, Rockford is a great place to play. And I believe that if they listen and let me have my chance they'll see that too.

Camille, a well placed point.

I do not believe that Dave, or anyone on these boards was criticizing you at all.

In carefully reading their posts, all I can see from them is praise for you, and support for you.

In fact, several times, it has been brought up, that they wish you were the one running the events.

Let's call it what it is. If it is your player base that you have developed, and you are ready to be PTO, then that is what it should be in my opinion.

As far as having PTOs too close - I have one that is less than 20 minutes away from me, and another that is about 2 hours away...that is a lot of generals on my field.

As far as having a PTO in charge of their own area....let me use myself as an example.

I was the PTO of St. Louis and Memphis from Dragon through Emerald. Memphis - Great time, great players, great parents. As I kept going down there, it was obvious that one parent was ready and able to step to the plate as PTO. They were running league, they were running events, and they had been with me enough to "fly" on their own. I turned the site over and look forward to attending events run by Clay.

It was not a "TO" versus "PTO" battle, it was, let's do what is right for Memphis. THE GAME IS MORE IMPORTANT THAN THE INDIVIDUALS.

I have been informed by PUI, and authorized to release that Pokemama (Camille) has been made PTO of Rockford, Illinois.

Congratulations to Camille on this promotion.

Given the promotion, there are two things I would like to stress...

1. Congratulations of Camille is encouraged by PM, and by a new thread that I am going to start.

2. Criticisms of ANY OTHER person, or "hitting a person while they are down" will be seen and handled as a direct violation of the Spirit of the Game.

This is being done to better the pokemon community in Rockford, and to frankly let the Rockford person running and organizing events have full control of her premiere events and her players. The same thing has been done in Memphis, Houston and several other areas around the country.

Yeah, I am just a PTO, but rest assured, there are teeth in my comment #2.

CONGRATULATIONS CAMILLE!

Problems with Judges/TOs need to be brought directly to PUI.
They really consider player complaints and investigate carefully.
This board is not the place to blatantly call someone out or subltly call for their dismissal, no matter the justice of the call.
