Rotom X lets, for example, Gallade to use Psychic Boom for like 60 for one! Rotom is an alternative to Rare Candy, worst and better. It's worst because you have to have the Stage 1 and the Stage 2. Better because it's more easily searchable. So there you go.
It wouldn't work with Gyrados, becaus it would have to choose one of the two methods. It couldn't work with both.
