Sand Damage vs Evolved Basics

Looked in the Compendium and couldn't find a reference to this question:

Flygon Ex d Poke- Body is Sand Damage which reads:

"As long as Flygon Ex is your Active Pokemon, put 1 damage counter on each of your opponent's Benched Basic Pokemon between turns. You can't use more than one Sand Damage Poke-Body between turns."

Scenario:
Let's say Player A has a Flygon Ex d Active and Player B has an evolved Magmar/Chansey/Pikachu etc.. on the Bench.

Question:
With Flygon's Poke-Body being specific as searching for Basic Pokemon, evolved or otherwise, would the Sand Damage place the damage counter?

The argument is that the Pokemon is still a Basic Pokemon, it is just an Evolved Basic. Sand Damage does not look for evolutionary status, but what type of Pokemon it is.. ie Basic, Stage 1 or Stage 2.

It does look at the evolved status.

This is what I thought as well, but I thought it an interesting argument as some of the other rulings questionable. Such as the Rely on Friends recognizing Strange Cave Stage 1 Fossils Pokemon as Basics even though Stage 1 is written.

So when does the play as written or adjust accordignly do to game status come into affect on situations such as these??
