Sheer Force of Outrage

I think this might have been discussed, but if a pokemon has the ability Sheer Force and uses Outrage, does Sheer Force take away the Confusion that Outrage causes?

Sheer Force only works on things that have a percent chance of happening lower than 100%, to the Pokemon they are targetting. Outrage holds neither of these qualities and therefore is not powered by Sheer Force.
 
The way I look at Sheer Force is that I remember that many moves in the game have "some % chance" to do "some effect" to the opponent. Ice Beam has a 10% chance to freeze, Flamethrower has a 10% chance to burn, Rock Slide has a 10% chance to flinch, and so forth.

These moves are almost templated copies of each other - with the names, numbers, and effects changed.

Those are the moves Sheer Force affects. If it isn't basically a carbon copy of a move like Flamethrower or Ice Beam, Sheer Force doesn't boost it.
