I've learned from the source that these are likely “Retailer Kits” that were sent to all retailers by NOA Marketing and Sales...not connected with the League division.

The kits that arrived at my local WotC store were pillaged by the staff

Is there any rhyme or reason to how these are being sent out, to what stores?

It sounds like a lot of the WOTC stores are getting them, which makes me wondering if PUI is trying to get those stores to run Pokemon Leagues again. Yes WOTC stores are closing, but when PUI could of put this idea together they might have not known about that.

I did a bit of digging on ebay when this topic started and actually found the complete kit and all its contents in an auction. I didnt post it on here until the auction was over... but here are some pictures:

I received one!Here`s the exact contents of the Thank You kit with description.It was sent from Nintendo to the distributor who sent it to my store.The box had the Salamence Picture(described below) on it.

• Blue and Red string confetti decor
•1 Pokemon Themed Tablet w/a pic of Blaziken,Armaldo,& Flygon @ the bottom
•1 Jumbo Pokemon pen w/rubber grip & the 3 EX set names on it
•1 Dragon EX 3 piece "mobile" to hang from the ceiling(really sweet)
•1 Dragon EX Thank You card in Envelope(picture of Salamence shadow on a building)
•1 Poster w/ the Salamence picture and "Fire Up Your Game" written on it.
•1 4x4 window cling adv. with a pic of Dragon EX packs on it
•1 Black T-shirt w/ Pokemon E logo and EX Series on front & the Salamence pic/F.U.Y.G. on back
•5 Bagon(no stamp) promos
•5 "3 page fold" small version of the poster of the Dragon EX League kit poster(Salamence & Flygon).On the back of the 3 pages is:EX Dragon checklist,Rayquaza pic with pic of the Theme Decks,& Latias pic w/ sales text
