Strategy:
Get out Blastoise out as soon as possible with at least 3 water energy on it preferably using Blastoise's Raindance Pokemon Power, which you can do by turn 2 (T2) using Pokemon Breeder. Get out Alakazam out soon after and use Alakazam's Damage Swap Pokemon Power to move damage counters off of Blastoise onto other pokemon. Blastoise is the attacking pokemon; Blastoise is probably going to take the damage. You rarely have to worry about Blastoise getting one hit KOed, save Zapdos (Base Set) and maybe Electabuzz (Base Set) if it uses Pluspowers. Scyther and Abra have free retreat costs you can use to switch up with the Trainer Switch (Special effects, conditions, etc.) and then retreat back to the pokemon that was attacking. The potential problem with this deck is that the pokemon basic count is a bit low. I think adding in Chansey or more Scyther will help if mulligans are a problem. This is really an adjusted deck idea of Psychup's Raindance deck.
Here's the deck list:
Pokemon: 14 (7 Basics)
1 Scyther (Jungle)
4 Squirtle
1 Wartortle
4 Blastoise
2 Abra (Base Set)
2 Alakazam
Trainers: 34
4 Professor Oak
4 Bill
1 Pokemon Trader
4 Pokemon Breeder
2 Energy Retrieval
1 Energy Removal
2 Super Energy Removal
3 Switch
1 Scoop Up
4 Computer Search
2 Pluspower
3 Item Finder
3 Gust of Wind
Energy: 12
12 Water Nrg
