Weather Ability Precedence?

How do abilities such as Drizzle and Drought activate when multiple Pokemon with abilities like that are sent out?
If they are sent out at the same time (like in the beginning of a battle), I think the slowest Pokemon's ability changes the weather last, and thus that is the effect applied, but what happens when a new Pokemon with the ability is sent in, or one on the field faints?

You are correct, whichever Pokemon is faster will have their ability activated first, while the slower will have theirs activated last and override the first one when 2 weather Pokemon are initially sent out. When a new Pokemon is switched in, their weather then activates and replaces any current one in play. Finally, Drought and Drizzle are both never ending, so even if the Pokemon with the ability is KOed, their weather continues indefinitely until replaced otherwise by another weather.
 
For Pokemon that are not Legendary that have auto-weather abilities, the speed tier from slowest to fastest (and this is basing the tier on non- ev'd Pokemon, and not including the pre evolution forms):

Hippowdon base speed is 47
Abomasnow base speed is 60
Politoad base speed is 70
Ninetails base speed is 100

If you are looking to have your weather of choice in play at the start of the battle, you will need to consider ev training the Pokemon to make sure you have the weather choice if you are wanting to lead with them.
 
^WHat about T-tar? He isnt Ubers or legendary. He also has 61 speed, putting him just under abomasnow.

Also, Iron Ball can nearly ensure your weather of choice activates even in the face of other weather users. And it provides a 130 BP Dark move with Fling.

And Iron Ball is a great way to get your weather reliance set up.
