I personally think that
Blastoise
Virizion Mewtwo
and Tool drop
will be the best decks during cities. Blastoise has the ability to hit for high numbers after turn two or three. Virizion/Mewtwo sets up quick and has frequently been playing hammers, which helps alot in the mirror and plasma matches. Tool Drop gets set up on turn two and as long as you get set up okay you can ohko any card.
