Prolly Wailord or Crawdaunt, depends on weather you want stall or beatdown...

Instead of Kingdra, why not Kingdra EX. More energy effecient..

Wailmor makes a good basic back up (SS), but Wailord EX??? maybe RuSa Wailord???

Crawdunt is another good choice CCC attack and poison one.

Gyrados is good needing only 1 W, but 5 energy total??? not easy to power while you power Scizor.

Suicune without water energy. Use Multi/Rainbow instead, then it is good. WCC 30 sleep or 50 is good. 70 HP basic, 1 retreat, good.

    Slowbro???? not sure

Overall, I would say Crawdaunt, Suicune, or Wailmer (possibly including Wailord from RuSa) or a combonation of....

Crawdaunt is great, but you should really go for the holo version if you can, 60 for WCC is just too good and it doesn't depend on the defending Pokemon being damaged (important when you need to one-hit knockout Blaziken). Someone posted the theme decks and it seems like Crawdaunt is the holo in the fire/water deck.

gyarados (dra) - way too slow
    suicune - not powerful enough
wailord ex - takes too much energy, has to be focus of deck
crawdaunt (13/97) - pretty good (see above about holo)
kingdra (aqua) - too difficult to play a stage-2 as supporting Pokemon

Azumarril hands down is the best complement to Scizor. You load up for its attack and can do massive damage when needed. Not even a decision really.
