Wobbuffet vs. Suicune ex

Suicune ex's Energy Flip lets you move an energy card from one of your opponent's benched Pokemon to another of his/her Pokemon.

It's pretty clear that Wobbuffet's Safeguard Poke-Body would prevent Suicune from taking an energy off Wobbuffet, but would it also prevent an energy from being moved TO Wobbuffet?

I think so, but there was some disagreement when I ruled it that way.

Safeguard states that it "Prevents all effects of attacks, including damage, done to Wobbuffet by your opponent's Pokemon-ex."

Suicune ex's attack effects are effects of attacks - no, Suicune ex's attack could not move an Energy TO a Wobbuffet.
