Do you really have all these cards? If not, it's still fun to thihnk about playing them. I'd like to have a Shining deck myself. Anyway...
1.) Drop Shining Celebi. Only 50 HP and it'll also allow you to drop the 2 grass energies.
2.) Consider droping Shining Steelix. Just look at his retreat cost! ...or add some more metal (or rainbow) energy. It's too hard to play a pokemon that depends wholly on two certain cards in your deck.
3.) Drop Shining Magicarp. Only 30 HP!
4.) Drop SI Mew. I love this card, but your going to need some Pokemon to battle or stall while those Shinings are getting powered up. Again, with only 30 HP, he won't last long. Use Shining Mewtwo instead!
Do not really want to change your deck too much from your origonal (if I haven't done so already), but you need some stalling cards, or a baby or two at least. Since you have plenty of trainers to get all those various types of energies, I think you can drop 1 each of the Fire, Lightening, Psychic and Water energies.
Add 2 Cleffas
Add 2 Jigglypuffs (put your opponet to sleep and attach a focus band to Jiggly. This should keep you going for a while.) or two or your other
Drop 2 grass and 2 steel energies and add...
4 Rainbow energies.

a much better staller is Promo Igglybuff. use Porygon2, Shining Raichu, Shining Tyranitar, Shining Mewtwo, Shining Gyarados
