Topic: Starter rules and Basic-level decks, please help!

I read another topic somewhere on the boards about how some older players who attend League sessions take along "fun" decks to use against younger or less-experienced players, so I thought I'd create a pair of decks at the Basic level (30 cards) to use when a new player or learner attends my local League.
I remember back when I first learned to play the game, I got a Starter set, which had 2 30-card decks and a holo 1st-ed Machamp. It also came with a set of Starter rules, which were a bit different than the Advanced rules, but I can't remember the differences. Could anyone please direct me to a listing of the Starter rules, or list the basic setup and procedure in the Starter rules?
And so I'll know if I have my decks basic enough, I'll list their contents for you to analyze:
Deck A (Caterpie Deck)
4 Caterpie (Base)
2 Metapod (Base)
1 Butterfree (Jungle)
4 Jigglypuff (Jungle)
1 Potion
1 PlusPower
1 Defender
1 Gust of Wind
1 Switch
14 Grass Energy
This deck is intended to show the effects of Paralysis and Sleep, as well as teach basic playing and evolving skills.
Deck B (Weedle Deck)
4 Weedle (Base)
2 Kakuna (Base)
1 Beedrill (Base)
4 Koffing (Base)
1 Potion
1 PlusPower
1 Defender
1 Gust of Wind
1 Switch
14 Grass Energy
This deck is intended to show the effects of Poison and Confusion, as well as teach basic playing and evolving skills.

Those are pretty Basic, but you might want to juggle some of the Trainers (add Bill, ER, ect.).
The Starter rules are the same, except for as follows:
3 Prizes
Only place One pokemon at the beginning
and a few more that are so simple that somebody will hit me for for not remembering.
