Ok, my resorces are limited so I use mainly Base Set and Giovanni cards:

I'm not trying to bash and I hope you don't take this the wrong way, but if you want to get a better deck and your resources/funding is limited; go buy a starter deck. Any series will do fine. Neo Destiny will prolly be more fun though, as well as up-to-date.

Personally I would limit my elements to one or two, psychic is good, how about buying a few boosters from new sets for uncommons or commons, or buying singles?? I will try to keep rares low in this fix:
POKEMON:
3 Meowth (Jungle) - For a little bit of draw
3 Persian (Jungle) - Does damage and takes a bit
4 Jynx (Base Set) - It's Uncommon and quite good.
4 Gastly (Base Set) - Evolution
4 Haunter (Base Set) - Sleep them
2 Gengar (Fossil) - Curse is awesome (RARE)
TRAINERS:
4 Warp Point (Gym Challenge) - Common and good
4 Bill (Base Set) - Essential
3 Professor Oak (Base Set) - Essential
4 Sleep! (Team Rocket) - Use with Haunter
4 Challenge! (Team Rocket) - Fill up bench
3 Energy Ark (Discovery?) - You need Energy
ENERGY
14 Psychic
4 Potion Energy (Team Rocket) - Heals Pokemon
I know it's more a new deck than a fix but that deck can take on some decks and win sometimes with only 2 rares. Hopefully you can get the cards, AIM astylla to talk.

I have no rares so I used to use Jynx until I reilized how long it took to power it up.

Or you could remove the Gengar line and add a 4-4 Xatu line, so you don't need any rares. It shouldn't be to hard to get those cards.
