Here's the next thing I'm trying...See if you can find what's strange about it...
Flower Power v.1.0 Created 2.17.03-2.18.03 (I was up past midnight finishing it... )
Pokemon: 4 Bulbasaur (Exp, 50 HP) 1 Ivysaur (Exp) 4 Venusaur (2 Base, 2 Exp w/Poke Power) 3 Scyther (Neo2) 3 Tyrogue (Neo2) 2 Igglybuff (Promo) 1 Cleffa (Promo)
Energy: 16 Grass
Trainers: 4 Bill 3 Juggler 3 Bill's Teleporter 3 Master Ball 3 Breeder 4 Focus Band 2 Town Volunteers 2 Gold Berry 2 Switch
Ok, if you haven't caught what's SO strange, it is the total lack of ANY hand-changing. I'd like to try JUST drawing, so that whatever I may want to use would be in my hand, not somewhere in my deck. (Alternate motive: it may make your opponent not want to Copycat you )
Things I see that may be a problem: Completely Fire-weak, excluding the Babies. I was thinking to maybe throw in some Weakness Guard or Neo3 Qwilfish, since it only uses (*)(*). Possibly drop some Energy for these.
Might not have enough drawing power. Well, if this is the case, I buy myself some Mary's Impulse or something. And I really don't want to run Neo1 Cleffa, Elm, Copycat, Oak's Research, or anything that changes my hand. They can make things worse, and in the past few decks I've had, I haven't had good experience with these, so I'm going to the extreme and dropping them altogether!
Something I may want added: More healing. Couldn't find myself room to put anything significant in here. And I definitely would rather run more Focus than Gold Berry because of Base Venusaur's Power of moving Energy. Saving yourself allows time to move the Energy where they're needed more.
Let me know what you think, and don't bash me for not using any hand-changing... I'll quickly make a version 1.1 if this one isn't good.

i would include 1 or 2 cards to get your hand smaller, this way if it ends up coming to the end, 1 Elm/Oak/Cleffa could condense your hand and add (alot) back to your deck.
I would think about Replacing Master Ball with Forrest Gaurdian, basically same effect, but any card instead of just a Poke, Bills Teleporter use Mary's Impulse (a few heads on this, and someone would be an idiot to keep Copy Catting your hand) or Bills Mantenience (garunteed 3 instead of possibly 4). Also maybe Apricorn Forrest and or Lucky Stadium. Just to get more cards in your hand.
Also, since you run Base Venusaur, Gold Berry should be Pokecenter/Nurse.
You could try Lighting weak Scyter from AQ, dont think Gaurd will do much for you since it last 1 turn. Quilfish sounds good though. Could tech in some Rainbow for his Poison attack too .

I've been through a deck like this sooo many times trying to make it tournament viable
First things first... I'd probably sneak another Ivysaur in there just for security - I run 4-2-4 with 4 Breeder, as I really want a Harvest Bounty and Energy trans on the bench turn if possible, both by turn 3. Tend to go for the Harvest Bounty first, as you can get the extra energies down for a possible turn 3 trans/attack.
Dropping your 3 Scyther and 2 Tyrogue would give you a bit more room for a water line - the only real way of combatting fire weakness, and even with a water line venusaur decks have a tough battle against entei/cargo. You could try:
- 3 Scyther - 2 Tyrogue - 1 Grass Energy
+ 2 Aqua Suicune + 1 Aqua Entei + 2 Rainbow Energy + 1 Ivysaur
Venusaur's energy trans gets around the annoying poke body on the legendary dogs, and they have F/C/C and W/C/C attacks...rainbow on a poke, trans it on with two grass and attack. The Aqua entei would be for against steelix decks, as again, venusaur has horrific problems with it. Suicune is quite nice against water. swap them for whatever you like pending on metagame.
My instinct would also be to do a direct: - 3 MasterBall + 3 Pokemon Trader
just so you're not limited to the top 7 cards. For healing, you really want 4 pokemon centre in there somehow, as this deck lives off that combination. I'd be inclined to swap the juggler for something else better in the draw department, pokemon centre , double gusts or energy stadium. Trying to stick with your drawing theme,
-2 Gold Berry + 2 Pokemon Centre

Hey Baboon - we get to tweak your deck!
My suggestion is that you add the trader, or at least the Forest Guardian instead of the Master Balls, to give yourself the greatest option in looking throught your deck.
Also, my new favorite water tech (sorry Qwilfish and Wooper) is the AQ 50 HP Horsea - 2 colorless attack, and also a rapid spin move that gets it out of the way, and lets a banded baby or other protected poke take over. That way, Magcargo has to worry about this thing being able to hit it turn after turn! Try it, I think you will like it. It is replacing all of my NG Horsea in all of my Kingdra decks. It is a joy to be able to move a hurt Kingdra out of the way in a final attack!
