I first built my Jumpluff deck, but it never win a match in the BattleZone. Here is my deck using the cards I have:
Pokemon (19) 4 Hoppip (Neo Genesis) 3 Skiploom (Neo Genesis) 1 Skiploom (Neo Revelation) 1 Jumpluff (Neo Genesis) 1 Elekid (Neo Genesis) 1 Sunkern (Neo Genesis) 2 Magmar (Neo Genesis) 4 Spinarak (Neo Genesis) 2 Ariados (Neo Genesis)
Trainers (19)
3 Bill (Base Set) 1 Bill's Teleporter(Neo Genesis) 1 Professor Elm (Neo Genesis) 1 Advanded Pokedex (Neo Genesis) 2 Berry (Neo Genesis) 2 Energy Stadium (Neo Destiny) 4 Super Rod (Neo Genesis) 1 Mail from Bill (Neo Destiny) 3 Moo moo milk (Neo Genesis) 1 Ballon Berry
Energy(22) 9 Fire Energy 13 Grass Energy
Almost every Pokemon have zero Retreat Cost.I still have my Elekid at the bench if I get into trouble. But,the weakness(low HP)give my opponent some cheap KOs.

Why don't I take a stab at this:
Pokémon (19) 4 Hoppip (Neo Genesis) 3 Skiploom (Neo Genesis) 1 Skiploom (Neo Revelation) 1 Jumpluff (Neo Genesis) 2 Elekid (Neo Genesis) 2 Smoochum (Neo Revelations) 3 Jynx (Expedition) 3 Murkrow (Neo Genesis)
Trainers (16) 4 Copycat (Expedition) 4 Energy Stadium (Neo Destiny) 4 Time Capsule (Neo Genesis) 4 Moo-Moo Milk (Neo Genesis) 3 Mail from Bill (Neo Destiny) 3 Energy Charge (Neo Genesis)
Energy (19) 4 Darkness Energy (Neo Genesis) 7 Water Energy 8 Grass Energy
If you were using Ariados for the Spider Web, I suggest using Murkrow's Mean Look instead. Also, I don't think you should have used Magmar to combat the Fire Weakness. I put in Jynx for that reason. I also made the Baby mix Elekid/Smoochum. I also adjusted the Trainer and the Energy mix (especially because of the Murkrow there now).
-------------------- I wish that there would be a Pokémon game show.
Anyone up for making a TV edition of the Pokémon TCG?
Don't pester me "Add Neo Cleffa"--my area won't allow it!

Boon Kheng , nice to see you .
I think your deck needs more card drawing . Your deck lacks the speed of the Jumpluff .
You will need lots of speed facing my Char-U-Center deck

Hey Reaper chill out, eh? If he wants to post deck fixes with Smoochum that's his business...stay off his back.

Here's an Unlimited Jumpleff deck that I used in League last year. (If the store you play at allows Unlimited.)
Pokemon: 16 4 Hoppip (Neo Genesis) 3 Skiploom (Neo Genesis) 1 Jumpleff (Neo Genesis) 1 Jumpleff (Neo Revelation) 2 Scyther (Jungle) 2 Sneasel (Genesis) 1 Cleffa (Neo Genesis) 1 Cleffa (Promo) 1 Pichu (Neo Genesis) -Note: I replace with Sneasels with Genesis Murkrow during tournaments because the store I played at banned Sneasel from tournament play.
Trainers: 26 4 Bill 4 Energy Removal 4 Super Energy Removal 2 Sprout Tower 2 Item Finder 2 Energy Search 2 Computer Search 2 Nightly Garbage Run 2 Double Gust 2 Bill's Maintance
Energy: 18 12 Grass Energy 4 Darkness Energy 2 Double Colorless Energy
With the free retreat/ cheap attack costs, you can abuse SER. I strongly recommend finding a revelation Jumpleff. With that, you can combo poison powder and solar beam and do up to eighty damgage in two rounds. I've been experimenting with my Jumpleff deck since September of last year and can't wait for battle zone to come to my area. (Hope it allows Unlimited.)
