20 Trainers: 2 Magnifier 2 Mail from Bill 1 Lucky Stadium 1 Healing Field 2 Hyper Devolution Spray 1 Time Capsule 1 Energy Amplifier 1 Professor Oak's Research 2 Energy Ark 1 Heal Powder 1 Super Rod 1 Copycat 3 Moo Moo Milk
26 Energy: 15 Lightning Energy 12 Water Energy
This deck focuses on helpful Pokemon Powers that are found with the high HP Pokemon. Notice that all of the Stage 2 Pokemon and some Basic(with the exception of Elekid)have 80 or more HP. I use the Elekid in a tight spot and Gatr for a free Double Gust. If the Pokemon that is sent out by Major Tsunami has a retreat cost, Ampharos' Energy Connect and have it up and running of my Bench's energy. Raikou is for switching my opponent Pokemon at his/her's will, whether they like it or not. All comments and suggestions are welcome. Enjoy!

Running two Stage two evolution lines in one deck is really tough, and tougher yet if you don't include enough of the upper stage cards to get you where you want to go. You need to add:
+1 E. Feralagtr +1 E. Crocanaw +2 E. Flaafy +1 E. Ampharos
I would also remove the Raikou, as you opponent gets to choose the Pokemon that comes out, not you!
You can trim your energy cards as follows:
-6 Lightning Energy -3 Water Energy
Then perhaps add:
+2 Full Heal Energy
to take care of those nasty special condition Pokemon who confuse, poison, paralyze, burn -- you get the idea.
Changes for Trainers:
+3 Professor Elm +1 CopyCat +2 Professor Oaks Research +2 Energy Stadium +3 Switch -2 Hyper-Devolution Spray -2 Magnifier (Really only needed for Single Type Decks) -2 Energy Ark -1 Super Rod -1 Energy Amplifier (Too Flippy! Energy Stadium, though a flip, can be more consistant if it stays out for a while.)
Now, lets add things up:
Pokemon: 18 Energy: 19 Trainers:23
These changes will get more consistant drawing power, a better chance at getting your Stage 2 Pokemon out, and a smoother energy flow.

Thanx, Raichu. I am working on a limited collection, but I know I can find these cards. I made this deck for a tournment at my league, so I need all the help I can get. Thanx!!!

Thanx, Raichu. I have some Full Heal Energy, but they're Rocket, bumping this deck down to a Modified. Is there any Full Heal Energy in Legendary? Thanx for all comments and suggestions.

Yep, Full Heal is out in Legendary as well, so it's legal.
