Ok, this is what I have for my SBZ deck. I'm hoping to get another Light Dragonite + a Town Volunteers though.
4 Dratini (neo dest) 1 Light Dragonair 2 Light Dragonite 3 Onix (LC) 2 Steelix (Neo gen) 2 Electabuzz 3 Cleffa
4 Elm 4 Bill 4 Poketrader 4 Gold Berry 3 Pokebreeder 2 Double Gust 2 Switch 2 Oak's Research 2 Bill's Maintenance 1 Healing Fields 1 Ecogym 1 Strength Charm (KO kingdra when they dont expect it)
4 Boost Energy 4 Metal 5 Electric
Basically, feed metals to steelix on the bench and get up Draggy by turn 2 with a boost. Then after he goes down, a powered steelix will be waiting for his turn. Electabuzz should be good tech to KO noctowls, Dark blastoises and whatnot. Fixes, suggestions, anything? -RDK

it isn't bad, but mayb eif you added one of the EX Dragonite, you can get over your high Retreat Costs, and once Light Dragonite is on the Bench, Steelix can attack with Metal Energy protecting him.

I personally don't think that you need 3 onixes. 2 Onixes and 2 steelixes has worked for me. Secondly, I think that Elextabuzz is too vulnerable to tyrogue. If it was my deck, I would remove the electabuzzes and one onic, and instead play 2 chanseys and an aquapolis blissey. Then, instead of the 5 electric energy, I would run 4 Warp energies and a Dark Dragonair. Just my opinion. Haven't yet had a chance to try it--but that's what I will do when I finally get my Light Dragonites, etc.
With Blissey, you don't need the Healing Fields. I'd go with 2 Eco Gyms.

Here: -1 Ecogym (really what removes energy in this format?) +1 Healing fields(Steelix likes these) -2 Bill's Maintenance +2 Oak's Research (these are better than the Bill's maintenance)

Since Light Dragonite and Steelix have that poor retreat cost I would add another Switch. Also I must say, I like the deck, you have impressed me.

Energy Removal 1, Super Energy Removal 2, Exp. Blastoise.
These cards are very viable in Modified format. Although they are a flip a right timed flip can spell doom for your opponent.
However, EcoGym wont help you if you use all Special energies. If you are that worried with removal then go 4 Energy or Power Charges.

If anything I would add one Gym - I personally use Energy Stadium. Why? to knock out those sprout towers that would instantly turn Light Dragonite into an overweight Dratini.
