Because Promo Mewtwo (#3, I am assuming) and Rocket's Zapdos both pull energy from the discard pile, I would recommend adding 3 Jugglers in place of the 3 Bills so you can (a) put energy into your discard pile and (b) retain draw power.
I don't think you need quite so much energy either. I suggest the following
-2 Lightning Energy -2 Psychic Energy
+2 Professor Oak +1 Professor Elm +1 Item Finder
Nice deck.

Looks okay. If you have it, I would recommend Rocket's Mewtwo instead of some of your Mewtwos-- Base version is horrible, IMO, and Rocket's Mewtwo has better chances than even Promo against Sneasel-- with enough energy and a Magnifier, Rocket's Mewtwo can beat Sneasel in one hit. Or, combo with Focus Band; risky, since you have to get heads on Focus Band and Juxtapose, but you have the chance to KO a pesky Sneasel-- and get rid of 60 damage-- with one attack and one energy. Also, try switching your Potions and Super Potions for Berries and Gold Berries-- Gold Berry doesn't require an Energy discard, and Tools can be played before your opponent can use his own Slowking on you-- and Chaos Gym won't let your opponent use them. You'll need speed, so add some Oaks and/or Elms. I wouldn't bother with the Clefairy Doll--put in another Baby instead.

You will need Bill or Juggler. Also, try dropping one of your Berries for a third Slowking-- best case scenario, your opponent only has a 1 in 8 chance of being able to use a Trainer! Also, add at least one more Item Finder. See if you can fit in a Tyrogue or two-- a one-energy attack for 30 with a flip, AND the Baby Rule, will make any deck that much harder to beat. To make room for these cards, take Dark and Vile's advice to drop 2 each of your Energies-- you won't need that many. I have been playtesting a deck with 15 Energy cards, and that seems to be plenty. Add some Copycats. They are a favorite Draw Power card in Unlimited (and, as I understand it, in Modified), and with good reason. Also, try some Rainbow Energy. They can be useful as Psychic or Lightning Energy, which saves you some space.

Getting better. BTW, it is a little annoying that you have just been editing your posts-- makes it impossible to look at how the deck has evolved (pun not intended). Not sure you need 4 Buzzes. If you can, change 1 Energy Retrieval and 1 Buzz to Super Energy Retrieval-- yes, you have to discard more, but you get back more energy. Also, if you have them, try to find room for about 2 Focus Bands-- a Baby with a Focus Band is pretty hard to beat. I would do it myself in my decks, if I had any Focus Bands. The PETM/Trader combo is kinda clever for finding elusive basics (like the Rocket's Mewtwo single), so try to fit in one more of each.

One thing you always need to be cautious of when using Slowking is Double Gust/Gust of Wind. Slowking has a 3 retreat cost and if you can't get him out of your active slot, either he's going down or someone is going to Murkrow/Umbreon your bench to death.
I would consider possibly adding either some Switches or Balloon Berries to this deck.
Not sure how, but give it some thought.
I like the deck so far.
One other thing. You have 20 Pokemon. That's a bunch. If it were me, I'd drop 2 Electabuzz and the Pichu (replacing with 3 Switches).

I see you finally took the advice on slimming down Energy. Good move, since you put some good cards in their places. Remember that singles have an annoying tendency not to show up until just after you need them-- any singles you really want to be able to depend on, double up on. I know it seems strange, but having 2 of a card seems to MORE THAN double your chances of seeing one of them. Other than that, look into a couple of Stadium cards. You probably won't need or want more than 2 or 3, but if you don't have any, you'll be at the mercy of your opponents' Stadiums, and that can be trouble. BTW, it's usually okay to single on Stadiums. The Elm might not be such a good idea-- with so many Trainers, you could very easily use Elm and end up with a bunch of Trainers (which Elm won't let you use until next turn) and otherwise useless cards (i.e. Pokemon when your Bench is already full). I would instead put in another Oak or another Copycat for it-- whichever you like more. BTW, keep in mind that Energy Retrieval and Super Energy Retrieval can't get back Special Energies (i.e. Recycle, Rainbow). Don't let that scare you out of using them, though-- Special Energies can still be very useful. Speaking of which, do you have Warp Energy? If so, consider using it. If your opponent is playing Trainer Denial (i.e. Slowking, Chaos Gym, Dark Vileplume, etc.), Warp Energy can still let you switch without having to try to get through that strategy. I don't have any, myself, but I've seen it in action. One thing, though-- don't make any big changes in your Pokemon-Trainer-Energy balance-- it's very good as is. It's improving. I wouldn't have dropped the Focus Band-- it can be a good part of a few combos in this one. My recommendation: -1 Energy Retrieval -1 Pokemon Trader +2 Focus Band Other than that, just watch out for Sneasel and Murkrow. They shouldn't be a big problem-- you have good Electric types that can handle them without too much trouble-- but play carefully. *EDIT A couple of trainers you might find interesting: Pokemon March or Challenge!. Neither one can help you find babies, but both can help you get Basics out of the deck. Challenge! is a personal favorite of mine. Not sure how I'd fit any in, but think about it. Careful, though-- if you use these, and your opponent is playing Sneasel and/or Boost Wiggly (both of which are favorite strategies), you'll be helping your opponent at least as much as you're helping yourself. I think it looks good. Now all you need to do is decide on your Slowpokes. My only recommendation in that respect will be that you use a version with 50 HP-- it'll have a better chance of surviving long enough to evolve into Slowking.

Can't say. But if this deck can stand up to my latest deck (posted in this forum), maybe so-- and it looks like it could. Of course, that could be vanity talking...
