A nice and simple question this one as the cards are from the basic set. If a active pokemon is currently asleep can you play the trainer card "switch" to change it with one of your benched pokemon. I say it is (as my pokemon are always getting put asleep by the Zap deck) but my opponent says I cannot as it is a retreat.

Yes you can. Being Asleep keeps you from Retreating, but using a Trainer to move your Pokemon around is not the same thing as Retreating even though it has a similar end result

Switch is a good card in both Unlimited and Modified formats (it's Modified-legal as it's been reprinted in both Legendary Collection and Expedition).
