If by star energy you mean the ones similar to this: [White Mana] then those are called Colorless Energy. (Also abbreviated as C)

The double kind (that provides 2 Colorless Energy) is the Double Colorless Energy card, unfourtunately, it is not allowed in the Modified format.

If you see this symbol ( [White Mana] ) in the attack cost of one of your Pokemon, then that means you don't need a specific kind of energy to fill that part of the attack cost. SO if a Pokemon had a cost of GGC you would only have to attach 3 Energy to that Pokemon, two of which have to be Grass (G), the third doesn't need a type, so you could attach a Fire energy or a Darkness energy or whatever else if you wanted.

NOw, the cards that only provide 1 or 2 of these C energy only count as 2 C Energy, nothing else.

Yeah, [White Mana] in attack cost means you can use any Energy to pay for it.

But an Energy Card that provides [White Mana] or [White Mana] [White Mana] can only be used to pay for generic energy costs such at [White Mana] attack costs or retreating costs.

Just to clarify - Grass or Fire Energy could count as Colourless but Colourless cannot be counted as Grass or Fire - they are NOT wild cards.
