Here is my question. Does D. Feraligtrs Poke Power shut off all baby powers? Wich would mean I would not have to flip a coin to attack it. Please help.

You are confusing a Baby's Pokemon Power with "the Baby Rule" (it's helps to call it that rather than a Power).

Dark Gatr does not affect the Baby Rule.

No,it only shuts off the Poke power e.g. gaze,playful punch,not the baby power
