My friend wants to know if he uses Gust of Wind, Double Gust, Cyclone NRG etc.....if his opponent's new active pokemon takes damage for D.Dugtrio's Pokemon Power...Can he do this? [Confused]

No. Dark Dugtrio's Power only activates when your opponent Retreats. Using a Trainer to move the Pokemon, while having the same end result, is not the same as Retreating.
