Neo 3 Tyranitar. Do you and your opponent flip for each of there pokemon or does the owner of the tyranitar flip for both players bench?

Neo 3? There's no Tyranitar in Neo Revelations.

I assume you mean the one in Discovery, which I believe you flip all the coins yourself.

So the person using the attack flips all the coins. The first sentance uses an implied you so all the flips are done by the attacking player.
