Does Octillery's Poke-BODY (AQ)work against Double Gust or Switch? Professors in England here think so but I don't.

Those are two different things.

Retreating - Discard the needed energy diplayed below the retreat icon on the pokemon card. Then place the active pokemon on the bench and select a pokemon already on the bench and move it to active position.

Switching - Without paying for the retreat, place the active pokemon on the bench and select a pokemon already on the bench and move it to active.

Double Gust and Switch say "switch it...." so you don't have to pay the retreat cost, so you are no retreating.
