OK, if you attach a Focus Band to a Revelation Celebi (the one with Time Travel) and Celebi is Knocked Out, for what would you flip fisrt? THe focus band or the power?

I would suggest the Pokemon Power first, this way you dont lose the Focus Band. Of course occassionally it may be more important to keep Celibi alive and in play.
Helpful hint, Metal Energy rocks on Celibi (since it places damage counters)
