Here's the situation:

I have an active Brock's Ninetails. It uses it's Pokemon Power to attach a Blaine's Arcanine and uses it once again to attach a Kingdra (Neo 3). One colorless energy (anything) is attached to the Brock's Ninetails. Now, I want to use Genetic Memory on Fire Storm. Would I need 3 Fire Energy to discard or not? I'm thinking not because Kingdra reads "Kingdra doesn't have to pay for that attack's Energy cost."

(Btw, it was ruled that Recall and Aerodactyl could allow some evolution attached to Brock's Ninetails to use an attack of another evolution attached to Brock's Ninetails. Using this logic, I believe Kingdra should be able to do the same.)

And if I'm right about not having to discard 3 Fire Energy, this would make an incredible deck strategy.

Kingdra may not have to pay energy costs, but unlike Clefable that can ignore the 'in order to'
Kingdra would have to obey that part of the text too.

ref
Q. How much damage would Metronome do when the damage of the attack copied is dependent on the amount of Energy discarded?
A. Ok. Here we go: the Metronome attack copies the attack and negates the cost (a.k.a. the Energy cost of the attack). It also negates any payments to complete the attack like Charizard's Fire Spin where it says you have to discard Energy in order to do this attack. However on cards like Blastoise and any other card that has any added attack bonus for extra Energy or attached cards you have to follow those rules as normal. Example: if Clefable copied Hydro Pump he would do 40 points of damage unless he had extra Water Energy on him, the same holds true for discarding for extra effects. (Feb 24 WotC Chat)

From the 9-19-2002 chat:

quote:
master_trainer_mike presents the speaker with question #471 from ikendall:
You have a Brock's Ninetales with several Evolution cards attached, the most recent of which is Kingdra (revelation). What attacks could you access via Genetic Memory? Just Vulpix (since Ninetales' power does not count as evolving, so Kingdra is now t
darkmt_mike says, ""Punt""
master_trainer_mike says, "You could NOT choose any atacks on any of the other cards in your example. Genetic Memory ONLY lets you use attacks from Kingdra's basic or evolution cards and there aren't any of these in this example."

So this doesn't work at all. Recall works, N3 aerodactyl works, this does not because Kingdra does not evolve from Blaine's Arcanine.

I find that whole set of rulings to be rather shaky. Look for them to be reversed at some date...

I'm kinda with 'Pop on this one... here are two other references from the compendium

Q. What happens if you slap Kingdra on a Brock's Ninetales and try to use Genetic Memory?
A. Nothing. If you attach Kingdra on a Brock's Ninetales it is only treated as that Pokemon. (Oct 18, 2001 WotC Chat, Q17)

Q. If you Shapeshift into Kingdra, can you use Hypnotic Gaze or whatever from Brock's Vulpix with Genetic Memory?
A. No you cannot. (Nov 1, 2001 WotC Chat, Q67)

Iain could have made his question very tricky by first attaching a Seadra to Ninetales then the Kingda. Can genetic memory access Seadra's attacks?

Still remember the mantra :-"Pokemon isn't logical its a collection of rulings"
