In the Team GamePlay format, the Genger’s Chaos Move power cannot move damage counter between player.

Q. Why is it that you can't move a damage counter from one of your opponent's pokemon to another with the new Gengar's power?
A. You can. You can't move a counter between players (this affects team play) but you can move 1 counter between your Pokemon OR between your opponent's (as long as they have 3 prizes or less left). (Oct 3, 2002 WotC Chat, Q20)

I want to know if this also apply on regular game play? Or this rule is only for Team gameplay?

Yes. The counter must stay within that player's area, 1-on-1 or 2-on-2.

It is still not clear.

My question is for normal 2 players game play, Is this TMP rule still apply?

This rule is located in the Team Gameplay section in Compendinum. I am not sure if normal 2 players game play also affected by this rule that counters can't move between players. Or normal game play will behave different than TMP on this Genger's power?

i thought damage counters can be switched between players area.. like sabrina's golduck and rocket's mewtwo...

There's nothing illegal in general with the practice of moving counters between players-you just can't do it with an Expedition Gengar.
