You play a Fossil Egg and flip heads. You then play Pokémon Breeder and place Kabutops on your Bench. I think this is illegal, but can we clarify?

Two cards I hate are the Neo Genesis Cleffa and Pokémon Breeder. I use the latter only in emergencies and the former only in traveling emergencies.

Of course it is illegal!
What on Earth would make anyone think it was legal?!
Fossil Egg merely allows you to put a Stage 1 card that evolves from Mysterious Fossil onto your bench as a Basic.
Breeder allows you to evolve a Basic Pokémon directly into a Stage 2.
Neither card allows you to play a Stage 2 directly to your bench as a Basic!

You would need to put down a Mysterious fossil and use Breeder
