It's the vending series 1 rattata. My friend told me that it's second attack paralyzes you without a coin flip. I don't belive him. Can someone tell me what this card says? Me and the WHOLE pokemon league that I run would like to have this cleared up.

Remember, NO attack is going to paralyze without SOME sort of drawback. Instant Paralysis would be EXCELLENT in regular play, and simply beyond broken in Draft.
