Are Base Set going to be allowed now since they are in the Legendary set?
(I dont know much about the new rules since I sort of forgot about these cards for a couple of years)

The only old cards allowed in Modified are the ones reprinted in sets/promos currently allowed by the format (including LC). So in other words, some Base Set cards are allowed, but not all.

Cards from Legendary
Basically, anything on this list that says its from Base, Jungle, Fossil or TR is legal. Just these, nothing else.

Don't forget base Electabuzz and Hitmonchan, they were re-released as "Best Promos" so they're now legal, as well as Switch, Energy Search, Warp Point, and Super Scoop Up, which were all re-released in one of the E-Card sets.
