On the WOTC chat today, the question came up about when base Electabuzz will become legal for Modified format (coinciding with the release the new Electabuzz BZ promo). MTM's response was taken out of the Pokemon Floor Rules. "...as soon as it becomes available."

So, does that mean that as soon as WOTC announces that BZ kits are available for ordering, base Electabuzz is legal for Modified? That is, we don't have to wait for the kits to arrive before we start using Electabuzz?

This is certainly an interesting issue. Since WOTC lifted the restriction on requiring local language copies when using foreign language cards, the absence of release dates for Pokemon can potentially cause problems. For example, a local Head Judge might determine that because a certain set (or promo) is not available to his locale (the shipment hasn't arrived), those cards can't be used yet.

So, what exactly does "available" mean?

IMO, it would be SOOOO much easier if WOTC went back to official release dates (or official tournament-use dates). FYI, Decipher uses two dates for their LOTR TCG: first, the offical release date; second, the official tournament-use date. The second date usually follows the first date by 7-10 days. Having some "fuzzy" rule for exactly when cards become locally legal is too ill-defined to help local judges (and has the potential to cause major disagreements between players and judges). JMO.

So, I'm curious how fellow judges interpret what "available" means.

That's a tough one. I'd say that the cards would be available when there are stores running Battle Zone. There will be cards out there when the Professors get their demo kits, but that doesn't really mean that an average player would have much of a chance of getting one. I guess we'll have to wait and see if MTM or DMTM gives us a bit of direction here. [Confused]
