Magcargo sez when moving to the bench take an energy not used for the retreat and attach to a benched Pokemon.
Octillary sez when the Pokemon retreats discard all energy attached.
The questions came up:
Does switch/warp/gust count as a retreat?
Which Power goes first?
My ruling was that for Magcargo to retreat that player is active so Cargo's power happens first.
Opinions?

The active player's. In this case, Magcargo's power goes first.
