Magcargo sez when moving to the bench take an energy not used for the retreat and attach to a benched Pokemon. Octillary sez when the Pokemon retreats discard all energy attached. The questions came up: Does switch/warp/gust count as a retreat? Which Power goes first? My ruling was that for Magcargo to retreat that player is active so Cargo's power happens first. Opinions?

Does switch/warp/gust count as a retreat? Nope.
Which Power goes first? The active player's. In this case, Magcargo's power goes first.
