Ok, there is a deck in my gym that i think is totally being played wrong, now, the promo scyther has an attack,
quote: Slashing Strike : Scyther cannot attack next turn (Benching or evolving ends this effect)
now, there is a mantine which is similar, it says
quote: Giant Wave: Mantine cannot attack during your next turn
now it doesnt say a thing about retreating, now the person that is using it, is assuming that they are the same attacks, and retreating the mantine, bringing it back out (he has at this point a dodrio on bench) and attacking when the card stated that it cannot attack, on top of this he is using strength charm, to deal out 40-50 damage per turn, i know the scyther can do that fine, but im not so sure about the mantine, any input would be appreciated

I can appreciate the confusion on these kinds of attacks. The official rulings have actually changed a couple of times on how to handle them.
The ruling has been updated to this:
Any effect (unless otherwise specified, such as Farfetch'd's Leek Slap) is removed when a Pokemon returns to the bench. Therefore, if Mantine returns to the bench, the effect stopping it from using its attack that turn is removed and it can now use it again. The attack would have to include a phrase such as "...even if Mantine is benched..." for your opponent's strategy not to work.
