I am not sure if the final ruling has come down on this (looks around for team compendium).
My understanding of the Mew ruling is that it is the opposite of Erica's Dratini...
If Hitmonchan evolves from Tyrogue, it is an evolved Pokemon and cannot damage Mew. Simply do not evolve him.
As for the evolved hitmonchan vs Erikas Dratini, Hitmonchan is then evolved, and can attack the Dratini.
