What is the rule on this? Hyper Devolution Spray says "you can't evolve a Pokemon the turn you devolve it".

Underground Ruins does not state this. Obviously, you discard the evolution card and would need to have another one.

I'm sure that this has been discussed--what was the conclusion.

You can't evolve a Pokemon you devolved in the same turn, whether or not the card says so.
