Why is it worded in a way different than the base charmeleon's flamethrower attack? It says discard a R card but it doesn't say in order to use this attack. Does that mean it can't be sketch or metronome unless it has an R energy?

You understand correctly, IT is written in that manner and it WOULD limit how it is Metronomed or sketched.

Instead of being a cost it becomes something of a requirement (or 'it does Nothing or No damage' because it cannot be done.
