the AQ Houndour uses the attak feint attack, and at the end it says "or any other effects on that pokemon." does that mean, it can attack the defending who just used smokescreen last turn without flipping?

Smokescreen's effect of flipping to see if the attack is successful resides on the Defending Pokémon. So the effect would reside on Houndour. Since Feint Attack ignores effects on the Defending, and Smokescreen resides on Houndour, you still have to flip.
