[CHRISBO EDIT - Fixed title to be more descriptive.]

Is Clefairy a basic or evolution? I know that it says basic Pokemon and that you can play it leagally on the first turn as your starting basic, (This goes for Pika,Jiggly etc) but it also can evolve from Cleffa, which technically makes it an evolution?
The reason I ask it that I would like to use Base Clefairy with Boost energy to use Metronome on the first turn then use Clefable and attach a recycle and carry on reaking havock!
Also I came up against a senario, if I have an E's Jiggly and my opponent has an E's Dratini, would it do 10 damage as a Basic or 40 as an evolution, any help would be greatly appreciated.

Clefairy is only an evolution when it evolves from Cleffa. And yes, in that situation, you CAN attach Boost Energy to Clefairy.

Regarding Erika's Jiggly, since currently there is no Erika's Iggly to evolve from, Erika's Jiggly can only be a basic Pokemon, and will only do 10 damage to Erika's Dratini.

When refer to "Not In play" Pokemon card, the Text printed on the card will determine if it is Basic or Evolved Pokemon card. It work for Attack/Power/Trainer refering cards in the deck, discard pile, or hand.

For Clefairy, it is printed "Basic Pokemon" on the card, so it is basic pokemon while it is "not In-Play".

When refer to "In play" Pokemon card, if there is any other card under the Pokemon card, it is Evolved Pokemon; otherwise, it is Basic Pokemon.
So if Clefairy is played directly, it is Basic Pokemon; if it evolved from Cleffa, it is Evolved Pokemon.

To make you more confuse, if play Kabuto from Fossil Egg, since there is no card under Kabuto, it is a Basic Pokemon; if you Evolve the Kabuto from M. Fossil, since there is another card under Kabuto, it is an Evolved Pokemon. But if the Kabuto is "Not in play", it is always a Evolved Pokemon Card.

DOMCGI, good catch with the Fossil Egg example (and might I add that a Kabuto that's in play due to Revive Friends is also a basic Pokemon).
