LOOKOUT I'm baaaaack with another question.
Its not as bad as the last ones so don't worry... too much... (too much Halloween candy does bad things to people)
Say I have some Forretress on my bench with Spikes, say 3 for this example. Now, my opponent has an active Muk , and it is currently Poisoned, but my opponent decides to use Switch to bring up a Pichu with 30 HP. Does Forretress' Pokemon Power damage , and KO Pichu before Muk's Pokemon Power kicks in, or does Pichu live with all of its 30 HP?

Active player's effects go first, so Muk goes to the Bench, it's Power comes back on, and Pichu lives to Buzzap another day.....

I agree with the end result (no damage to Pichu) but don't agree with the explanation.
"Active's Player's effect first" only apply if more than one effects are functioning at the same time.
In this case, the key point is: If the Forretress' power already be disabled by Muk when try to do damage.
To restore the Muk's power, Muk have to be already benched and remove the poison.
It mean the key point is if the damage be done before or after the switch.
The Forretress' do damage on the new active pokemon. It mean the Muk should already be benched and the power of Muk is aready restored. So the Forretress's power should be already disabled by Muk when try to do damage.
