I was thinking of using Dark Gatr along with Neo R Parasect and I thought what about E Removal attacks with the Pollen power. Because you are sending the selected E card to the discard pile, could the Allergic Pollen negate the discarding effect?

No.

Pokémon Power: Allergic Pollen As long as Parasect is in play, cards in any player’s discard piles are not affected by attacks or Pokémon Powers. This power stops working if Parasect becomes Asleep, Confused, or Paralyzed.

Allergic Pollen only prevents cards in the discard from being effected by attacks and Powers. Removal attacks would take an energy card in play and put it into the Discard pile. Once in the Discard, no attack nor Power could do anything to that energy card. Trainers can still effect the Discard though.
