I seem to remember reading a fire type Pokemon with a power that, while active, did ten damage when your opponent's active Pokemon changed...is this just my bad memory or a pipe dream?

From the oracle:
quote: Dark Magcargo Pokémon card LV. 36 #219 R 60 HP Stage 1 Pokémon Evolves from Slugma Put Dark Magcargo on the Basic Pokémon Weakness: {W} Resistance: n/a Retreat cost: {C}{C}{C} Pokémon Power: Hot Plate As long as Dark Magcargo is your Active Pokémon, whenever a player puts a Baby Pokémon or a Basic Pokémon onto his or her Bench from his or her hand, this power does 10 damage to that Pokémon. (Don’t apply Weakness and Resistance.) This power stops working while Dark Magcargo is Asleep, Confused, or Paralyzed. {R}{R} Ball of Flame You may discard a {R} Energy card attached to Dark Magcargo when you use this attack. If you do and if your opponent has any Benched Pokémon, choose 1 of them and this attack does 20 damage to it. (Don’t apply Weakness and Resistance for Benched Pokémon.) 20
May be what you were thinking of. Forretress and Dark Dugtrio have the powers you want.
