if a steelix that has one steel energy atached to it gets poisoned does it still take 10 damage after each turn or does the steel energy prevent yhe damage, also if it's confused and it hits it self for 20 damage does the damage get reduced by the number of steel energys it has?

The ten damage from Poison is still done. Poison is considered "Placing Counters" not "Taking Damage". And with confusion, the damage IS prevented, as confusion damage is considered a type of attack damage. So yes, 10 per steel energy on Steelix.

At least until players begin using Nintendo's Rules, which state that a failed attempt to attack while confused will result in placing 3 damage counters, not attacking itself for 20 damage.
