Ever heard of opening a can of worms. Its an old saying... once you open a can of worms, (live ones I would immagen) its kinda hard to get em all back inside, eh? Anyway... backwords rullings exist for a reasion, so that the game can keep going with out rewrites for every card. Lets look at Snorlax, his Power is more like a Poke-Body then anything, take a look at Mr. Mime from Jungle- same thing. Alot of us could look at old school cards and pretty much tell if it should have been called a Poke-Body (as it was always on)
But-- a list clarfying that would be nuts.
Why am I saying that Pokemon Powers should be consedered Poke-Powers for game play mechanics?

Well- putting aside that Rachu will not effect the older Pokemon with its Zzapp attack, and putting aside that ANY attack or power or game effect from the E-sets (or trainers) that would normaly touch Pokemon Powers will have no effect. However- the fowards Rulling: That Goop Gas Attack (even though it says Pokemon Powers) effects Bodys and Poke-Powers. Why? Well, because in the rullbook it devides Pokemon Powers into two catergorys for easyer referance.... therefor anything that effects Pokemon Powers effects both. But what about those Pokemon Powers that never got "reclassifyed" the older cards can't be reprinted with "corrected" wording saying wether there power is really a Body or not (since Poke-Bodys are always on, you could augrue that your oppenents Mr. Mime can't use his Pokemon Power on turn 1 because your oppenent cant declare its Pokemon Power to be ON) This would of course... create the loop holes that I am talking about.

Do you want conflicting Powers?
No of course not.
Are the older Pokemon Powers better? No, they are now effected by Burn AND Posion, although THOSE status effects were never printed as shuting off those ablitys- but due to backwords rullings as well as Rullbook and Master Rullings (Any rulling made here) changed it. Don't think that it does not matter, that its just 1 or 2 cards. Making it that Pokemon Powers cant be effected because they are not labeled Poke-Power is... just silly.
Its the intent of the card thats at question.

Unless you want to label Muk as having a Pokebody since thats what it should be considered since its always on. Wait- its a Power becuse if he is statused its shut off... But you must declare it or it will never be on. So its a Poke-Power then.

Don't want it that way?

You're overcomplicating it.

You're not supposed to classify the older Pokemon Powers. They're just Pokemon Powers.

Um no. You do not declare continual Pokémon Powers, they are always on. Muk is always on. Mr. Mime is always on. Unless effected by a Special Condition, Goop Gas, Magby's Sputter, and/or Fossil Muk of course. So no loop hole.

If they say poke-power, treat it like a poke-power. If it says poke-body, treat it like a poke-body. If it says pokemon power, treat it like a pokemon power. How hard is that to do?

People should realize one thing:
The legal (or say support) format of the future tournament.

After Nintendo take over the Pokemom TCG, the deck format in sanction tournament may only be E card and after. Including LC or not is questionable.

If I remember correctly, the format in Japan is already E-Card and after.

So Nintendo probably will not clarify any card older then E-card.

With less than 4 month before August 31, WOTC probably will not do any major change in the rule.

From now to Sept 1, we could expect a very messy ruling.

The tourney format doesn't matter. Odds are this will come up in a league. I would like to know an official answer (i'm one of those rules people). Master professors/modds? any thoughts?
