Well the title basically says it.
Why doesn't Kingdra work right now?
The format is for the most part moderately, making such a deck and setup decks like Magmortar and GG possible.
Now, Kingdra swarm is a prime example of something that should be good right now but doesn't see play.
140 HP first off is hard to beat no matter what.
Being an ex is a big downside but manageable.
It's body reduces attacks up to 40 damage!
Decks are primarily low output right now. Gallade is an exception but its huge damage output will only last once.
It's delta, meaning it has tons of nice support cards.
Once setup, Psychic Lock won't hurt that much, and the low damage output of Psychic Lock makes a Kingdra ex a difficult 3 or even 4 hit KO, due to its body. On the other hand, Gardy is easy to take out with a Swirl and Energy Link.
Kingdra's retreat cost is great, and provides for more efficient swarm.
Magmortar is becoming less popular, so Mag Lv. X and sniping isn't as big of a threat.
Altaria ex d helps charge up Kingdra fast.
Holons Castform helps provide insane draw power for easy access to setup without powers if necessary.
Anyway, just some things to ponder on about this card.
Don't feel like testing it, but I think its still decent and has a chance in this format,
