1. if i have a pokemon legend out can i attach eviolite to it?
and 2. if I attack my opponents donphan prime with my raikou suicune legend what comes first weakness or resistance?

1. Yes you can.
You might want to ask if it does anything while it's attached to a Legend Pokemon, though.
It does nothing.

2. Weakness, then Resistance.
